Russian Studies Workshop

Andrey Yushkov is a Ph.D. student at O'Neill School of Public and Environmental Affairs. His research interests are primarily in public economics and finance, particularly tax policy, public debt, and fiscal federalism. Andrey's current projects focused on Russia include identifying the determinants of subnational government debt, studying the causal effects of mineral tax centralization on regional invesment incentives, and analyzing the relationship between governors' political survival and political vs performance-related factors. Prior to joining IU, Andrey received a Master of Science in Economics from the University of Bonn and a Bachelor in Management from St. Petersburg State University. He also participated in several World Bank projects dealing with the issues of public financial management and project evaluation in Russian regions and municipalities.
